Our European Advisory Board Member, Cultural Diplomacy, Migration & Children Protection, The Hon. Tetiana Plachkova

Tetiana Plachkova is a Ukrainian attorney, policymaker, and civic leader with over two decades of experience across legal practice, public service, international cooperation, and humanitarian advocacy.

Currently based in Switzerland, she is a member of both the International Bar Association and the Ukrainian National Bar Association. Her legal expertise spans civil and administrative law, urban development, construction law, maritime regulation, and the protection of social and human rights.

Born in Bessarabia -one of Ukraine’s most ethnically diverse regions- into a family of ethnic Bulgarians, Tetiana Plachkova served as a People’s Deputy in the Verkhovna Rada of Ukraine from 2019 to 2023. As a member of the Committee on State Building, Local Governance, Regional and Urban Development, she focused on decentralization, democratic transformation, and harmonizing Ukrainian legislation with EU norms. She played a central role in drafting reforms in urban planning, zoning, and neighborhood revitalization. In parallel with her legislative duties, she co-chaired interparliamentary relations groups with Greece and Bulgaria, promoting cross-border cooperation, cultural diplomacy, and educational exchanges. She also championed environmental sustainability, maritime safety in the Black Sea, and access to centralized water supply in rural areas.

Alongside her public role, Tetiana Plachkova developed a distinguished legal career. She founded and managed law firms in Ukraine and Bulgaria, providing legal consultation and representation in administrative, construction, corporate, and civil matters. Her practice supported both private and public sector clients, including Ukrainian companies participating in international trade fairs. In this capacity, she facilitated intergovernmental coordination, export logistics, and strategic planning in collaboration with the Ukrainian Ministries of Foreign Affairs and Economy, Ukrainian embassies, and European chambers of commerce.

Earlier in her legal career, Tetiana Plachkova served as director of a Kyiv-based legal firm and held a senior role at the State Architectural and Construction Inspection in the Kyiv region. Her work included managing regulatory documentation systems, streamlining digital workflows, and optimizing procedures for issuing construction permits. She also practiced law independently for nearly a decade, representing clients in court and advising on real estate transactions, land use, and regulatory compliance in the construction sector.

Tetiana Plachkova is the founder of several civic and charitable organizations, including the Tetiana Plachkova Charitable Foundation, which supports low-income families, children with disabilities, orphans, elderly individuals, and members of Ukraine’s Armed Forces. Through the Ukrainian House initiative, she has helped displaced Ukrainians across Europe access social services, language and cultural adaptation resources, and mental health support -while also fostering commercial ties between Ukrainian businesses and European markets. Her other civic initiatives address gender inequality, domestic violence, youth engagement, and environmental conservation- particularly the protection of the Black Sea ecosystem and improving access to clean drinking water in southern Ukraine.

A frequent speaker and media contributor, Tetiana Plachkova has appeared on Ukrainian television and in public forums, where she addresses topics such as legal reform, refugee rights, climate policy, and women’s leadership.

She has published numerous commentaries and participated in media discussions on issues ranging from construction law to refugee protection. Her work has been recognized by Ukrainian civic and diaspora organizations, with particular distinction for her leadership in promoting gender equality and safeguarding children’s rights.

Tetiana Plachkova is currently pursuing advanced studies in Diplomacy, Negotiation, and Policy at the Geneva Graduate Institute in Switzerland. She earned her Ph.D. in Law from the National University “Odesa Law Academy” in 2020, following a Master of Public Service and a Master of Law from the same institution, both completed with honors. She also holds a Specialist degree in Industrial and Civil Engineering from the Odessa State Academy of Civil Engineering and Architecture. She was certified to practice law by the Ukrainian National Bar Association in 2018.

Tetiana Plachkova is fluent in Ukrainian and Russian, her native languages, and speaks Bulgarian as her mother tongue. She also communicates in English at an upper-intermediate level and in Italian at an intermediate level.

Sofia: Our European Advisory Board Member, Ellen Wasylina, Contributes Her Latest Research on Green Diplomacy to the Diplomatic Academy of Bulgaria’s Ministry of Foreign Affairs and to the Green Transition Forum.

On 12 June 2025, our Advisory Board member and President of the Trocadéro Forum Institute, Ellen Wasylina, presented a summary of her paper “Green Diplomacy in the Black Sea Region – Steps Towards Peace, Growth and Prosperity” before the Black Sea Conference on Energy and Climate Diplomacy organised by the Diplomatic Institute of Bulgaria’s Ministry of Foreign Affairs, often referred to as the Bulgarian Diplomatic Academy. This powerful contribution to the ongoing dialogue on sustainability and green diplomacy in one of Europe’s most geopolitically sensitive regions was first published in Foreign Affairs Research Papers in May.

She then went to present some of her conclusions before the Green Transition Forum 5.0 held in Sofia on June 18.

Ellen Wasylina argues that a robust green diplomacy agenda is urgently needed—not just to meet environmental targets, but to foster peace, resilience, and inclusive growth. Drawing attention to the Black Sea’s ecological degradation and the compounded effects of regional conflict, Ellen Wasylina advocates for policies that integrate environmental governance with economic development, emphasizing cooperation among riparian countries such as Türkiye, Bulgaria, Romania, and Ukraine.

Ellen Wasylina highlights Ukraine’s critical role, both as a frontline state in the geopolitical crisis and as a key partner in shaping a sustainable and secure regional future. Ellen Wasylina calls for stronger support for Ukraine’s environmental recovery and green reconstruction efforts as integral to regional stability.

Her work highlights the EU’s push for a global, just, and inclusive green transition, suggesting that Black Sea nations adopt a multilateral, tailored approach to meet shared challenges—from decarbonization and rare earth diplomacy to blue-green economic initiatives and environmental protection frameworks.

Ellen Wasylina’s decades of experience in geopolitical strategy, sustainable development, and education underpin her call for a new generation of sustainable leaders. Ellen Wasylina’s reflections at the conference reaffirmed the need to reimagine diplomacy—through the lens of sustainability, solidarity, and regional cooperation.
