Our Fellow, European Integration and Regional Cooperation, Sava Mitrović

Sava Mitrović is a researcher and policy analyst specializing in EU enlargement, regional cooperation in the Western Balkans, and the geopolitics of Central and Eastern Europe. His work bridges academia, policy advisory, and international cooperation with a particular focus on institutional reform, European integration, and democratic governance.

He currently serves as a Researcher at the University of Belgrade’s Faculty of Political Science. He is also an External Associate at the European Policy Centre (CEP) in Belgrade—the highest-ranked think tank in Southeast Europe—where he supports two programme areas: Good Governance and Our Europe. He has played a pivotal role in the development and promotion of the Model of Staged Accession to the EU, and is actively involved in monitoring EU-related reforms throughout the Western Balkans.

In parallel with his academic and think tank roles, Sava Mitrović has worked as a consultant for several international and governmental institutions, including the German Agency for International Cooperation (GIZ) and Serbia’s Ministry of European Integration, contributing to the design and implementation of Serbia’s Reform Agenda. He also collaborated with SIGMA/OECD as a national expert for Serbia’s 2024 public administration assessment, and contributed to their research on parliamentary scrutiny of policy-making.

Previously, he served as Head of International Cooperation at the Centre for International Public Policy, and held consultant roles with the Belgrade Open School and the European Partnership for Democracy. He is a frequent speaker at high-level international events such as the Budapest Balkan Forum, the Annual Forum of the EU Strategy for the Danube Region, and public diplomacy seminars across Europe. He has also lectured at the Mathias Corvinus Collegium in Hungary and the Economic Policy Institute’s Summer Seminar in Bulgaria.

Sava Mitrović is the author of over 20 peer-reviewed articles and policy papers, with his recent work including “Hungarian Presidency of the Council of the EU: Navigating Times of Change” (2024); “Behind the Curtain: Examining Serbia’s Reform Agenda” (2025); and “The EU and Third Actors in the Balkans” (2023)

His research focuses on EU enlargement, foreign policy strategy, Serbia–Kosovo dialogue, and the role of external actors in the Balkans. He has contributed to international volumes such as “The United States and the Future of Europe” (Springer, 2025) and serves occasionally as a peer reviewer for Comparative European Politics (Palgrave Macmillan).

His work has been supported by numerous international organisations and foundations, including the OSCE, the Studenica Foundation, and leading German foundations such as the Konrad Adenauer Stiftung, Friedrich Ebert Stiftung, and Hanns Seidel Stiftung.

He holds a BA and MA in International Relations from the University of Belgrade’s Faculty of Political Science, graduating as the top student in both programs. His Master’s thesis was titled “Multi-vector Strategy in the Small States’ Foreign Policy: A Case Study of Serbia (2007–2021)”. He is currently in the final stage of completing his PhD in International and European Studies at the same faculty.

Sava Mitrović is fluent in Serbian and English, with working knowledge of French, Bulgarian, and Macedonian.
