Ukraine Foundation
Inspiring Change, Driving Impact
Ukraine Foundation’s research agenda is built on the understanding that Ukraine’s future security, prosperity, and influence will depend on both its international partnerships and its ability to innovate at home. To this end, the Foundation runs three interconnected policy research programs and a cross-cutting technology strategic initiative.
Our policy research programs -Ukraine in Europe, China in Ukraine, and Ukraine in the Global South- explore the geopolitical, economic, and diplomatic dimensions of Ukraine’s place in the world. They provide decision-makers with the intelligence and strategies needed to advance Ukraine’s interests in a rapidly changing global order.
Ukraine In Europe
The Ukraine in Europe program works to strengthen cooperation with fellow EU applicant countries—Moldova and the Western Balkan states—through information exchange, joint advocacy, and coordinated reform efforts. The goal is to approach EU integration as a collective wave, building trust and reducing competitive friction.
Goal
Build sustained cooperation between Ukraine, Moldova, and the three Western Balkan applicant states to share information, coordinate strategies, and strengthen collective bargaining in the EU accession process.
Research Pillars
Accession Synergy Mapping – Identify common reform milestones, legislative harmonization needs, and overlapping EU negotiation chapters.
Information & Best Practices Exchange – Regular policy forums, technical workshops, and knowledge-sharing platforms among candidate countries.
Joint Strategic Advocacy – Coordinated outreach to EU institutions, think tanks, and member states to push for fair and synchronized accession progress.
Cooperative Sectoral Initiatives – Shared projects in infrastructure, energy, transport, and digital governance to demonstrate readiness and cross-border benefit.
Narrative Building – Promote the idea of a “Next Wave” of EU enlargement as a collective, stability-enhancing process.
Deliverable

Goal
Assess the role of the People’s Republic of China (PRC) in supporting Russia’s war effort and its strategic consequences for Ukraine and Europe.
Research Pillars
Military-Industrial Links – Tracking Chinese exports of dual-use goods, components, and tech to Russia.
Diplomatic Posturing – Analysis of PRC statements, UN voting patterns, and “peace plan” narratives.

Tech for Good
The technology strategic initiative—Tech for Good—serves as a bridge across all three research areas. It surveys, analyzes, and supports the scaling of Ukraine’s dual-use innovations, ensuring that battlefield-driven technologies also deliver civilian benefits at home and abroad. This initiative not only bolsters Ukraine’s defense resilience but also strengthens its economic and diplomatic leverage globally.
Goal
Survey, analyze, and scale Ukraine’s dual-use technology innovations for both defense and civilian applications.
Research Pillars
Ecosystem Mapping – Comprehensive database of Ukrainian dual-use tech startups, R&D hubs, and manufacturing capacity.
Case Studies of Success – Documenting battlefield-to-civilian tech transfer (e.g., drones, AI, cybersecurity tools).
Scaling Pathways – Financing, export controls, and partnerships for international adoption.
Innovation Gaps – Identifying tech needs for reconstruction, security, and humanitarian recovery.
Ethics & Regulation – Governance frameworks to manage risks of dual-use technologies.
Deliverable

Together, these programs form a single, decisive strategy: insight sets the course, technology accelerates the journey. Ukraine is not merely adapting to a turbulent world—it is shaping it, turning innovation into security, alliances into influence, and vision into lasting prosperity.
