A former Legislative Aide, Maxime Glukhov serves as Director for Political Affairs of the Ukraine Foundation (Switzerland), where he brings extensive experience in legislative and municipal affairs.
Maxime Glukhov is a dedicated professional with a strong background in smart city initiatives, government affairs, digital marketing, and NGO project management.
As a Legislative Analyst at the Verkhovna Rada of Ukraine, Maksym plays a pivotal role in shaping legislative initiatives that support the country’s development. His work focuses on crafting policies that promote technological advancement and public engagement, particularly within the realm of smart city projects.
His expertise in digital marketing and NGO project management has been instrumental in implementing platforms that enhance transparency and citizen participation. Notably, he contributed to the development of the Dream platform, based on the Public Budget platform, which incorporates his concept of a project bank at the national level. 
Currently pursuing a Master’s degree in Marketing/Marketing Management at the International University in Geneva, he is spearheading the work of the Foundation’s Ukraine Policy Group.
